The author of that article should have done a little fact checking... fish in fact are non-human vertebrates. To think that that quote came out of the mouth of the OSPCA spokesperson blows my mind. Fish belong to the subphylum vertebrata.

I agreee with scythanith, the OSPCA needs to get their facts straight. Acording to her statement fish should be covered by the act. I hope the catch these sick buggers and make them pay.
