It is hard to get plastic to securly attach to glass, so if it is a glass tank it would be easier to use glass. the height you make the overflow will determin the water level in the aquarium. mine is 2 inches below the top of the tank and find it is usually sufficiant. I would go with an 1 1/2 bulkhead, 1 inch would probably be sufficiant but i would go with the 1 1/2.
I would use a 1" drain and 3/4" return. Most people put too much flow through their sump, which is just a waste of electricity and added heat. The top of my overflow is 1" from the top of the tank. I agree that you should make it out of glass, you can always silicone some black acrylic to it if you want to. It sticks good enough for that purpose.

thanks for the help and i was just wondering should i drill the bottom of the tank or the back of the tank out thanks
If your stand is already built check that you have room to drill in the bottom. If that's the case, I prefer bottom drilling. =]

Only problem with bottom drilling is that, even if the sides of an aquarium aren't tempered, the bottom often is. If you don't want to risk it, drill the bottom corner of the back like I did.
