I don't know much about the subject but I do know that you don't aways get what you order, however I very much doubt all the items in question were shipped without his consent. Wether he knew the items were illegal to import or not doesn't matter much as it is still his responsibilty to know these things. Also that much live rock sounds to be way over the limit, you'll obviously need some kind of permit to bring that in.

Although this is sad news I think the lesson here will benefit the greater good. These restrictions are here for a reason and should be respected.
