What are your nitrite, nitrate, and ammonia readings? Try soaking the food in some garlic. You can also try feeding clams, mussles, or an oyster. The alaskan plankton from pats pets seems to work for finicky eaters. How big and old is the setup? How much live rock do you have in the tank?

From what I've read, small queens eat algae including hair algae. So you might want try giving it some dried seaweed. Adults eat mainly sponges, so you might also try mega marine angel by hikai, which contains sponge.

I have some mega marine, in case you want to try a few cubes and see if it works for you.
