brown algea growing in refugium??

hey i got brown algea / golen diatoms that are starting to grow in my fuge?, its growign on my grape caprula and my cheato, and my bottom? im running a 20watt n.o flouresent on it and the fuge is only liek 4 gallons ? any ideas

Is it an old bulb? After the intensity is gone brown alage will flurish under the reduced light.
