I am currently looking to run my overflow from my tank, down to my sump, and then back to the tank again, and was wondering what type of glue or silicon should i use to fuse each of the pieces together in a saltwater enviroment that wont be hazardous to the tank and fish?
Where can i Purchase it?

What exactly are you fusing together, Silicone would probably be safest but doesn't have the highest strengh when it comes to plastics.

just plastic pvc piping and plastic valves to have a flow fromt he over flow to the sump, and then from the sump pump back to the tank

If it's PVC, then you should be using PVC cement after you've cleaned both connections with primer.

ok, im not sure what primer is, but what i need to know is what do i use to connect the pvc piping together, silicon/glue? where do i get it?

Use the PCV glue as Crumm said, the glue and primer is available in the plumbing department in any hardware store.
